Aviation Sector Tense as NCAA Blacklists Airlines Over Outstanding Remittances
By Admin
The Nigerian Civil Aviation Authority has placed 11 local airlines on its “No-Pay-No-Service” list following their failure to remit statutory charges owed to the agency.
The directive was issued through an internal memo dated May 22, 2026, signed by the NCAA Director of Finance and Accounts, Olufemi Odukoya.
According to the memo, all regulatory and administrative services to the affected airlines are to be suspended until the operators either clear their outstanding debts or agree on structured repayment plans with the authority.
The airlines listed include Air Peace, Ibom Air, Arik Air, United Nigeria Airlines, Max Air, Overland Airways, ValueJet, NG Eagle, Umza Air, Rano Air and Caverton Helicopters.
The unpaid obligations are linked to five per cent Ticket Sales Charges and Cargo Sales Charges collected by the airlines on behalf of the NCAA. The remittances are part of statutory payments used to support aviation safety oversight, staff training and other regulatory functions within the sector.
Under the new directive, no department within the NCAA is allowed to render services to any of the affected operators without approval from the Directorate of Finance and Accounts.
The memo was circulated to various departments of the authority and copied to the Director-General of Civil Aviation as well as other senior officials.
The action has sparked concerns across the aviation industry, with stakeholders warning that the affected airlines may experience operational setbacks, especially in obtaining vital approvals and regulatory support services until the issue is resolved.
Industry observers say the move reflects a stricter enforcement approach by the NCAA aimed at improving compliance and ensuring prompt remittance of statutory aviation revenues.
