Senate Extends 2025 Capital Budget Implementation to June 30

The Senate has approved another extension for the implementation of the capital component of the 2025 budget, shifting the deadline from March 31 to June 30.


This followed the presentation of a Bill for an Act to amend the 2025 Appropriation Act to further extend the capital components of the Act from March 31 to June 30, 2026.
The bill was sponsored by the Senate Leader, Sen. Opeyemi Bamidele (APC–Ekiti), during plenary on Tuesday.
Leading the debate on the general principles of the bill, Bamidele stated that the rationale for the amendment was both compelling and pragmatic.
He explained that the execution of capital projects under the 2025 Appropriation Act had not reached optimal levels, despite the release of about 30 per cent of allocated funds to Ministries, Departments, and Agencies (MDAs).
“This situation, if not urgently addressed, risks worsening the already troubling cases of abandoned or partially executed projects across the country,” Bamidele said.
He noted that a significant proportion of the projects still remained relevant, adding that only about 70 per cent had been provided for under the 2026 appropriation framework.
According to him, without the extension, several critical national infrastructure and development initiatives of the President may face avoidable disruptions.
Bamidele said the bill was designed to ensure continuity, improve budget performance, and promote efficient utilisation of already released funds.
“It is also aimed at strengthening fiscal discipline and safeguarding public resources from waste.
“Furthermore, this extension will contribute meaningfully to economic reflation by sustaining capital expenditure flows, preserving jobs, and supporting ongoing development efforts across key sectors of the economy.”
He stressed the need to provide MDAs with the necessary legal window to fully execute their projects in the overriding public interest and urged lawmakers to give the bill speedy and favourable consideration.
The Deputy President of the Senate, Sen. Barau Jibrin (APC–Kano), who seconded the motion for the bill’s approval, said President Bola Tinubu remained committed to accelerating infrastructure development.
“It is in line with the ‘Renewed Hope Agenda’ of Mr. President to bring prosperity to our nation.
“This cannot be achieved without building the critical infrastructure required to realise this vision.
“In this regard, it is very important that more time is given so that ongoing projects can be completed.
“Otherwise, we risk the challenge of abandoned projects, which is detrimental to our progress.
“It is necessary because failure to do so will undermine the President’s goal of delivering the infrastructure needed to drive national prosperity,” Barau said.
He also urged lawmakers to grant the bill expeditious passage.
The Senate subsequently passed the bill, extending the implementation of the 2025 capital component to June 30 after a clause-by-clause consideration.
