The Kogi State Electricity Regulatory Commission (KERC) has signed a Memorandum of Understanding (MoU) with the Energy Commission of Nigeria (ECN) aimed at strengthening institutional collaboration and accelerating the development of the electricity sector in Kogi State.

The agreement, signed at a ceremony in Abuja on June 4, 2026, covers several key areas of cooperation, including technical modelling and digital system planning, energy resource mapping and data integration, capacity building and regulatory fellowship programmes, network baseline assessment, as well as energy efficiency and quality standards.

The MoU is expected to enhance KERC’s regulatory capacity, improve grid planning, and provide the data and technical tools required to expand access to reliable and affordable electricity for households, businesses, and industries across Kogi State.
Speaking at the signing ceremony, representatives of KERC stated that the partnership aligns with the Commission’s mandate of creating an enabling environment for investment, ensuring compliance, and protecting consumers under the Kogi Electricity Law 2024.
KERC was represented by the Commission Secretary, Alhaji Kasim Mabo; the General Manager, Finance and Management Services, Mr. Emmanuel Olorunmonu; and the General Manager, Strategy, Mr. Yakubu Omanayi.
Members of the ECN delegation commended the Kogi State Electricity Regulatory Commission for its proactive efforts in deepening subnational electricity regulation.
The Commission Secretary, Alhaji Kasim Mabo, noted that the MoU would serve as a framework for knowledge transfer and technical support, particularly in the areas of energy data management and regulatory compliance.
Also speaking, the General Manager, Strategy, Mr. Yakubu Omanayi, said the collaboration would strengthen KERC’s capacity to conduct stress tests and baseline assessments that are essential for market stability.
The General Manager, Finance and Management Services, Mr. Emmanuel Olorunmonu, explained that improved data and modelling capabilities would help attract private sector investment by reducing risks and providing clearer investment signals for developers and financiers.
The management and staff of KERC also commended the Director-General and Chief Executive Officer of the Energy Commission of Nigeria, Mustapha Abdullahi, for his visionary leadership and commitment to institutional excellence. They noted that his strategic direction would further position KERC as a leading force in subnational electricity regulation and help secure partnerships that deliver sustainable value to Kogi State.
Both KERC and ECN reaffirmed their commitment to the effective implementation of all initiatives outlined in the MoU and expressed confidence that the partnership would result in measurable improvements in service delivery and overall sector performance.
